From short-form briefings on treaty interpretation, jurisdictional questions, or strategic planning before international courts, to extended modules on the procedure and practice of international dispute settlement.
Sanctions regimes, sovereign risk, climate and global commons obligations, and the geopolitical conditions that shape and impact cross-border activity.
The name Pax33 is inspired by the most pressing challenge of our time: peace. In a restless world, geopolitical instability impacts everyone. However, we believe that peace is not the absence of a dispute, but its settlement by lawful means. This is why we draw our inspiration from Article 33 of the United Nations Charter, which obliges states to resolve disputes peacefully through seven specific mechanisms.
Translating this framework into strategic action is where our work begins. The most consequential decisions in international affairs are made under immense pressure and imperfect information. Pax33 exists to provide decision-makers with the clarity to comprehend complex disputes and navigate through them — either by achieving a lawful settlement or by strategically managing their broader impact. In our deeply interconnected world, even small, seemingly isolated disputes can trigger massive, unpredictable consequences across borders.
Pax33 is led by Andrés Villegas, an international consultant and Colombian-qualified lawyer with almost two decades of experience advising governments on complex questions of international affairs, foreign policy, and public international law, as well as companies on various corporate matters.
